I am directed by the Marquesa Curzon of
Kedleston to transmit to you herewith, to be laid
before the Secretary of State for the Colonies, a
copy of a despatch, No. 78 Overseas Trade, of the
30th ultimo, from the Acting Consul at Danzig, en- closing a translation of a letter (extract) from the Danzig Delegation of the Harbour Board, in which a request is made for information relative to the de-
velopment of free porte, with special reference to
Hong Kong and Shanghai.
2. In making this communication I am directed
to enquire whether there are any published reports
concerning the establishment and development of Hong Kong and Weihaiwei as free porte, or other publication
or information, which in Mr. Churchill's opinion,
could usefully be furnished for the puriose of the
Danzig Delegation.
